concerned it is mentioned {shaie bukharie vol 2 in the book of tahajud no. 1147} Hazrat Aisha [ may ALLAH please with her] say`s that the prophet while offering taravee or qiyamul-lile or nignt prayer in raadan used to always offer 11 rakat not more then 11 rakat and this is to do even other months that means 8 rakat of taravee and 3 of wetr so it becomes 11 rakat . And there are various other hadith which always says that all the hadith that we find of prophet mohmmad [pbuh] weather it is in shaie bukharie,sahihmuslim all of them says prophet mohmmad [pbuh] offer 11 rakat .

Further same hadith of [shaih bukharie vol 2 book of tahjud no. 1147] Hazrat Aisha [ may ALLAH please with her] say`s that the prophet while offering taravee or qiyamul-lile or nignt prayer in raadan used to always offer 11 rakat not more then 11 rakat and this is to do even other months and she said he [pbuh] used offer 4 rakat and she cannot narrate to you the time, beauty and length of this rakat and prophet[pbuh] too again offer 4 rakat and she cannot narrate to you the time, beauty and length of this then prophed[pbuh] stoped 3 rakat, indicating 8 + 3=11.
But if read the practice of sulf u saleheen of shabas the tabayens we find some records that they prayed 11 rakat, some prayed 13 some prayed 19 some prayed 23 some prayed 36 some prayed 39 rakat also
And if you read musened ibne abie shaiba vol 2 page no.165-166 say`s the tabeyeen when they offer taravee offer 20 rakat some places it says that they offer 36 rakat so as for as rakat the call the commandment of prophet[pbuh] 2 rakat followed 2 followed 2 followed 2 and so on and when he fears dawn is approaching he should offer one rakat “
So if u want to fallow sunnah the prophet[pbuh] always offer 11 rakat, so what is permissible as many you wish 8 10 20 36 no problem and then fallowed by 3 wetr , but prophet[pbuh] offerd 8+3 =11. But u can offer as any as u wish.
