Is it obligatory to obey a ruler who does not rule according to the Book of Allaah

<div style="text-align: justify;">
<span style="font-size: large;">The ruler who does not rule according to the Book of Allaah and the Sunnah of His Messenger should be obeyed in matters that do not involve disobedience towards Allaah and His Messenger, and it is not obligatory to fight him because of that; rather it is not permissible to do so unless he reaches the level of kufr, in which case it becomes obligatory to oppose him and he has no right to be obeyed by the Muslims. </span></div>

<span style="font-size: large;">Ruling according to anything other than that which is in the Book of Allaah and the Sunnah of His Messenger reaches the level of kufr when two conditions are met:</span></div>

<span style="font-size: large;">1. When he knows the ruling of Allaah and His Messenger; if he is unaware of it, then he does not commit kufr by going against it.</span></div>

<span style="font-size: large;">2. When what makes him rule by something other than that which Allaah has revealed is the belief that it is a ruling that is not suitable for our time and that something else is more suitable than it and more beneficial for people. </span></div>

<span style="font-size: large;">If these two conditions are met, then ruling by something other than that which Allaah has revealed constitutes kufr which puts a person beyond the pale of Islam, because Allaah says (interpretation of the meaning): “And whosoever does not judge by what Allaah has revealed, such are the Kaafiroon (i.e. disbelievers)” [al-Maa’idah 5:44]. The authority of the ruler becomes invalid and he has no right to be obeyed by the people; it becomes obligatory to fight him and remove him from power. </span></div>

<span style="font-size: large;">But if he rules by something other than that which Allaah has revealed whilst believing that ruling by that – i.e. that which Allaah has revealed -- is what is obligatory, and that it is more suitable for the people, but he goes against it because of some whims and desires on his part or because he wants to wrong the people under his rule, then he is not a kaafir; rather he is a faasiq (evildoer) or a zaalim (wrongdoer). His authority remains, and obeying him in matters that do not involve disobedience to Allaah and His Messenger is obligatory, and it is not permissible to fight him or remove him from power by force or to rebel against him, because the Prophet (blessings and peace of Allaah be upon him) forbade rebelling against rulers unless we see blatant kufr for which we have proof from Allaah. End quote. </span></div>

It believes in and adheres to uncompromising monotheism. It believes that God is one, and unique in His attributes. In the Qur’an, God often refers to Himself using the word ‘We’. But this does not mean that Islam believes in the existence of more than one God.</b><b></b></div><div style="border-collapse: collapse; font-family: arial, sans-serif; text-align: justify;"><b><u>Two types of plural</u></b><b></b><b></b></div><div style="border-collapse: collapse; font-family: arial, sans-serif; text-align: justify;"><b>In several languages, there are two types of plurals, one is a plural of numbers to refer to something that occurs in a quantity of more than one. The other plural is a plural of respect.</b><b></b></div><div class="MsoNormal" style="border-collapse: collapse; font-family: arial, sans-serif; margin-bottom: 0px; margin-left: 1.15pt; margin-right: 0px; margin-top: 0px; text-align: justify;"><b>a.   In the English language, the Queen of England refers to herself as ‘We’ instead of ‘I’. c.  Similarly in Arabic, when Allah refers to Himself in the Qur’an, He often uses Arabic word<i>'Nahnu' </i>meaning ‘We’. The existence and uniqueness of one and only one God is mentioned several times in the Qur’an. WHO CREATED ALLAH?

<div dir="ltr" style="text-align: left;" trbidi="on"><div class="post-body entry-content" style="line-height: 1.4; position: relative; width: 598px;"><div align="justify" style="border-collapse: collapse;"><span style="color: red; font-family: 'Courier New', Courier, monospace; font-size: large;"><b>This is a very tricky</b></span><span style="font-family: Arial; font-size: small;"> Question asked usually by atheists and rationalists. </span><span class="Apple-style-span" style="font-family: Arial; font-size: small;">Once a close friend of mine, while beginning a da’wah discussion with a rationalist in an atheist organisation in Bombay asked, “This is a pencil. How did it come into existence? It has to have a creator. This is a book. How did it come into existence? It has to have a creator.” Thus by giving answers to his own questions, he proved that everything has a creator. He then posed the following questions: “If the pencil is created in a factory, who created the factory? The answer is an engineer or some similar person. Who created that engineer? There also has to be a Creator of this engineer. Similarly who created the sun, the moon, the stars, etc.? There has to be a creator for everything”. Then he posed the question, “Do you agree that everything has a creator?” The atheist replied, “We will agree only on the condition that you should not back out in future from your own statement that everything has a creator.”  My friend was satisfied. He thought he had succeeded in convincing him about God and said, “Yes I will stick to my statement that everything has a creator, but you still have not replied my Question: that who created the human beings, the sun, the moon, the stars, etc.” He further helps him with the answer by saying, “It is God Almighty”. The atheist replied, “We will believe in God if you tell us who created God.” My friend got the biggest shock of his life. He knew he was trapped. He was so disturbed that he did not sleep for the whole night.</span></div><div align="justify" style="border-collapse: collapse; font-family: 'Times New Roman'; font-size: medium;"><span style="font-family: Arial; font-size: small;"><br />
</span></div><div align="justify" style="border-collapse: collapse; font-family: 'Times New Roman'; font-size: medium;"><span style="font-family: Arial; font-size: small;">        Next day,  he narrated this incident to me. I realised that he was using the methodology of proving the exist ence of God advocated by some scholars. In this methodology, a very important rule of logic, i.e. self analysis, is overlooked.</span></div><div align="justify" style="border-collapse: collapse; font-family: 'Times New Roman'; font-size: medium;"><span style="font-family: Arial; font-size: small;"><br />
</span></div><div align="justify" style="border-collapse: collapse; font-family: 'Times New Roman'; font-size: medium;"><span style="font-family: Arial; font-size: small;">        During my talks, while proving the existence of Allah (SWT), I never make any statement saying everything has a creator. I start by asking the atheist, “Who will be the first to know the mechanism of an unknown object?” It is the atheist who replies the creator, the manufacturer, not I. Using his answer that the creator is the first person who knows the mechanism of any object, I further prove to him using scientific knowledge that the creator of the Universe, i.e. Almighty God is the first to know the mechanism of the universe and has mentioned it in his book ‘The Quran’. But if somebody was to pose me the same question that who will be the first to know the mechanism of an unknown object, I will not reply just by saying ‘the crea tor’ or ‘the Manufacturer’ but I will reply, that every object and all things which have a beginning, the mechanism of all these things will be first known by its creator, since they are all created things. Even after using this answer of mine, we can still scientifically prove that all the signs that we see i.e. the sun, the moon, the earth, etc.  have a beginning.</span></div><div align="justify" style="border-collapse: collapse; font-family: 'Times New Roman'; font-size: medium;"><span style="font-family: Arial; font-size: small;"><br />
</span></div><div align="justify" style="border-collapse: collapse; font-family: 'Times New Roman'; font-size: medium;"><span style="font-family: Arial; font-size: small;">        Now if someone asks me the Question “Who created Allah?” I will reply that once my friend asked me a similar question that his brother Tom was admitted to the hospital and he conceived and gave birth to a baby: guess, is the baby a girl or a boy? It is an absurd statement. Only females can conceive and give birth to a baby. It is impossible for Tom, who is a male, to conceive and give a birth to a child. One of the qualities and characteristics of a male is that he cannot conceive and give birth to a child. Simi larly one of the characteristics of Allah is that He is uncreated and does not have a beginning. Therefore asking a question, “Who created the uncreated?” is as absurd as asking, “My brother Tom conceived and gave birth to a child, is the child a girl or a boy?”</span></div></div></div>

I tell non-muslims that Allah created everything in this universe. They say to me who created Allah ? How can Allah have been there since the beginning ? How can i answer them ?

If we were to say – for the sake of argument – that someone created Allaah, then they would ask you, Who created the creator of the creator? Then, who created the creator of the creator of the creator?! And so on, ad infinitum. This is irrational and impossible.</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: justify;">All of creation goes back to the Creator Who created all things. No one created Him; He created everything other than Himself. This is what makes sense and is logical. This creator is Allaah, may He be glorified and exalted.</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: left;">With regard to what our religion tells us, the Prophet (peace and blessings of Allaah be upon him) told us about this question, where it comes from, and how to respond to it.</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: left;">Abu Hurayrah (may Allaah be pleased with him) said: the Messenger of Allaah (peace and blessings of Allaah be upon him) said: “People will keep on asking question until someone will say, ‘Allaah created the universe, but who created Allaah?’ Whoever encounters anything like that, let him say, ‘Amantu Billaah (I believe in Allaah).’”</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: left;">The Messenger of Allaah (peace and blessings of Allaah be upon him) said: “The Shaytaan will come to one of you and say, ‘Who created the heaven? Who created the earth?’ He will say, ‘Allaah’” – then he mentioned something similar (to the previous report), and added, “And His Messengers.” [i.e., amantu Billaah wa Rusulihi = I believe in Allaah and His Messengers]</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: left;">The Messenger of Allaah (peace and blessings of Allaah be upon him) said: “The Shaytaan will come to one of you and say, ‘Who created such and such?’ until he says to him, ‘Who created your Lord?’ When it reaches that stage, let him seek refuge with Allaah [say A’oodhu Billaahi min ash-shaytaan ir-rajeem = I seek refuge with Allaah from the accursed Shaytaan] and stop thinking about it.”</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: left;">The Messenger of Allaah (peace and blessings of Allaah be upon him) said: “The Shaytaan will come to a person and say, ‘Who created such and such…’” and he narrated the whole report. (Imaam Muslim, 134).</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: justify;">In these ahaadeeth we see:</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: justify;">Where this question comes from – from the Shaytaan;</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: justify;">How to deal with it, which is:</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: left;">to stop pursuing these thoughts and these tricks of the Shaytaan</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: left;">to say, “I believe in Allaah and His Messengers”</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: left;">to seek refuge with Allaah from the Shaytaan.</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: justify;">It was also reported that one should spit drily three times to one’s left, and recite Qul Huwa Allaahu ahad.</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: justify;">(See "Problems and Solutions" in the Shaykh’s Books section of this website).</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: justify;">3. With regard to the prior existence of Allaah, our Prophet (peace and blessings of Allaah be upon him) has told us about this, for example:</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: left;">He (peace and blessings of Allaah be upon him) said: “O Allaah, You are the First and there is nothing before You; O Allaah, You are the Last and there is nothing after You.” (Narrated by Muslim, 2713)</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: left;">He (peace and blessings of Allaah be upon him) said: “Allaah existed when there was nothing apart from Him.” According to another report: “There was nothing before Him.” (Narrated by al-Bukhaari; the first report 3020; the second report 6982).</div><div style="direction: rtl; font-family: Arial; font-size: 16px; line-height: 36px; text-align: justify;">This is in addition to what is stated in the aayaat of the Qur’aan. The believer believes without a doubt, the kaafir denies and the munaafiq doubts. We ask Allaah to grant us sincere and certain faith with no doubts.
